In the days following the 9/11 attacks, the White House asked ASME to convene a conference of diverse private sector leaders to define their most pressing security needs, especially in the area of critical infrastructure.  Their primary recommendation was to develop a risk management process that would produce results that are methodologically sound and permit direct comparisons of risk and risk-reduction options across diverse assets both within and across industries.  The process, as envisioned, would be applied at scales ranging from individual facilities to systems of assets spanning metropolitan regions, states, and the nation.

ASME accepted the challenge and established ASME-ITI as the vehicle for pursuing this mission.
